‘The Timor-Leste Australia Energy Partnership (TLAEP) is led by Australia’s Department of Industry, Science and Resources (DISR) and Timor-Leste’s National Petroleum Authority (ANP).
The Partnership was established in 2022 to deepen knowledge, trade and investment links between Timor-Leste and Australia in the resources sector.
The partnership supports business, institutions and government delegate visits between Timor-Leste and Australia to share knowledge, build industry connections, strengthen business and academic relationships; and build workforce capability in Timor-Leste’s resources sector.
The Partnership has four streams: Government to Government, Training of Trainers, Business and Academia.
Academia
- In our Academia stream, we have undertaken two programs.
- The first was a fellowship program for 6 mid-career Timorese professionals who were paired with an Australian mentor on a research project.
- Research topics covered seismic hazard analysis for potential LNG Plants; the impacts of robust health and safety regulator frameworks; and an assessment of social responsibility for the Bayu-Undan gas fields.
- This research which provided significant insights into different areas of Timor-Leste’s energy sector, was presented to their peers at an event in Dili last year.
- The fellows have successfully moved on to different opportunities: one is on the board of directors for ANM; one received an Australian Awards scholarship; and another was asked to join the Timorese Military to do seismic engineering.
- Our second activity is the Research Institute Strengthening program.
- Under this activity, we have partnered three Timorese institutions and three Timorese universities with professors from Australian universities to undertake research on topics such as: carbon capture and storage; geothermal energy; and social licencing.
- Two of the research teams have been selected to present their findings at the Australian Energy Producers Conference in May.
Training of Trainers

- The Training of Trainers stream aims to send Australian trainers to Timor-Leste to upskill instructors allowing Timorese training centres to offer Australian or internationally recognised qualifications.
- Currently we are in final stages of organising a course to delivered by Weld Australia.
- Once complete, Timorese training centres will be able to issue Australian recognised welding certificates to Timorese workers improving their job prospects.
Government to Government
- Under the Government-to-Government stream we facilitate connections between ANP and Australian Government, and with Industry Leaders.
- In November last year, we facilitated Fuel Quality discussions between ANP, the National Measurement Institute and Department of Climate Change, Energy, the Environment and Water.
Business Stream
- The Business stream facilitates connections between Timorese and Australian companies.
- We work hard to create pathways for Timorese companies to engage with Australian Operators, service providers, and potential partners, ensuring they are well positioned to participate in the energy sector.
