The Decree Law No.20/2008 gives the mandate to the ANP to regulate the Downstream Activities. In 2012 the Government of Timor Leste passed the Decree Law No.1/2012 to enable the ANP all phases of Downstream Petroleum Activities in Timor-Leste encompassing supply, trading, transportation, storing, processing, and marketing of petroleum products in Timor-Leste.
