On March 21st, 2025, the Autoridade Nacional do Petróleo, I.P. (ANP) hosted a workshop at City 8 Manleuana, Dili, bringing together representatives from various governmental agencies. This event, designed to facilitate the sharing of legal and administrative information, concentrated on oil and gas exploration activities within the onshore territory of Timor-Leste for PSC TL-OT-22-22 which cover municipality Viqueque. The workshop was a platform for HTS Exploration Ltd, the operator for Contract Area PSC TL-OT-22-22.
Representatives from key government agencies provided legal and administrative requirements from their respective areas to support the effectiveness of the exploration activities. Among the agencies present were Autoridade Aduaneira, Serviços Migração Timor-Leste, SEFOPE, Aportil, Timor Port SA, Autoridade Tributaria, PNTL UEP, and the President of the Municipality Authority (PAM), Viqueque, Mr. Francisco Cruz Simões de Gonzaga Soares, along with his team and the ANP.
Each government agency presented its specific regulations and requirements, ensuring HTS Exploration Ltd understands the necessary compliance steps to adhere to Timor-Leste’s laws and regulations. This collaborative effort underscores the importance of inter-agency cooperation in fostering sustainable and responsible development in the oil and gas sector.
The one-day session was instrumental in equipping HTS Exploration Ltd with the knowledge required to navigate the legal and administrative landscape of petroleum operations in Timor-Leste. By familiarizing the new operator with relevant government entities and their regulations, the ANP aims to promote a safe and efficient exploration environment.
