Launching of E-Licensing System for Trading of Fuel, Biofuel and Lubricant

The Autoridade Nacional do Petroleo e Minerais (ANPM) is launching its first Electronic Licensing System or better known as E-licensing on the Trading Activity (Import and Export) of Petroleum Products. The E-licensing is designed to have an effective and efficient process of obtaining Trading licenses including the Authorization for Trading, where the applications specifically the Importation of Fuel, Biofuel and lubricant can be processed and authorized electronically.
The ANPM has been regulating the Downstream Sector for 10 years, and it is believed to be the time to advance and integrate the licensing process with the web-based technology (electronic licensing) that can further optimize the licensing process.
This system is created to response to the ANPM 2019-2022 vision on maximizing the use of digitalization technology.
One of the driving factors to begin the E-licensing system with Trading is due to the increase in the number of fuel importation into the territory of Timor-Leste. While, other licensing process such as the licensing of Fuel Filling Station is planned to start before the end of 2020. All of these are part of the ANPM 2019 – 2022 Strategic Action Plan for the Downstream Directorate.
