Autoridade Nacional do Petróleo (ANP) is a public institution in Timor-Leste, established under Decree Law No. 62/2023, amending Decree Law No. 20/2008 of 19th June, on the establishment of Autoridade Nacional do Petróleo. ANP plays a critical role in managing and regulating petroleum activities, overseeing both offshore and onshore operations, including the Greater Sunrise Special Regime. Its responsibilities include regulating Carbon Capture, Utilization, and Storage (CCUS) and managing hydrogen and synthetic fuels. The institution enforces regulations across various stages of petroleum and natural gas resource management, such as exploration, production, and decommissioning.

The National Library Project is the local content commitments in the Development Plan for Kitan (JPDA 06-105), which is operated by Eni Timor-Leste. The project will be funded by Eni Timor-Leste and the Government of Timor-Leste through the Secretary of State for Arts and Culture, and the management of the project will be responsible by the ANP. The project consists of the completion of the detailed engineering design, construction and fit-out of the National Library Complex located in Hudi Laran, Dili, Timor-Leste.
