Introducing a Guidelines for Planning and Construction
of Storage and Retailing of Kerosene
Autoridade Nacional do Petróleo e Minerais (ANPM) through Downstream Directorate realized a half day workshop introducing conceptual planning and designing criteria of storing and retailing kerosene for cooking and other domestic uses. Since the establishment of the ANPM directive no. 2/2016 on storage and Retailing Kerosene, none of existing activity is successfully licensed, due to lack of involvement and participation of the entities to process their documents which are required in order to fulfill the licensing requirements. Therefore the Downstream directorate planned to make a breakthrough by approaching the applicants to be more active in preparing their applications for licensing purpose.
It is imperative to raise awareness of the entities who carrying out Storage and Retailing Kerosene that they can continue to operate under the control of the regulatory and supervisory of the ANPM, thus ensuring the level of health and safety of the people and assets by controlling potential hazards from the operation of storing and retailing of kerosene for public use, since it is known to pose greater risks, particularly fire risk to the community if the current improper practices and activities are continued. The potential incidents that occur at the kerosene retail facility may cause harm to people, properties/assets and the environment.
Nelson de Jesus, Downstream Director said that this workshop aims to introduce the concept for the design and planning of storage and retailing of Kerosene including cost estimation for the said facility to those who are interested or already in the business.
“It would primarily cover the minimum requirements set forth in the Directive of Kerosene. These requirements are provided to ensure consistency in the design approach used to be in accordance with the established rules and are intended for use on all applicable projects for Kerosene supply facilities,” added Nelson de Jesus.
The workshop is also intended to encourage the participants to find out more on the material delivered and thus encourage the proper practice of storing and retailing of kerosene in Timor-Leste.
The participants of this workshop are the kerosene operators based in Dili with the total 9 legal or physical persons.
