Autoridade Nacional do Petróleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 1/2016 of 9 February, 1st amendment of Decree-Law No.20/2008 of 19th June on the Autoridade Nacional do Petróleo (ANP), responsible of managing and regulating petroleum and mining activities in Timor-Leste area, both offshore and onshore and in the Joint Petroleum Development Area (JPDA) in accordance with the Decree Law on the establishment of the ANPM, the Timor-Leste Petroleum Activities Law, the Timor Sea Treaty and the Mining Code.
The ANPM is to establish and supervise compliance with the enacted rules and regulations covering the exploration, development, production, transportation, and distribution, and decommissioning/abandonment of petroleum and mineral resources. It is also tasked to develop a strong petroleum and mineral management institution in Timor-Leste.
In order to achieve its goals, the ANPM creates this manual which will lead and guide the ANPM to perform its task to the fullest, by clearly outlining the roles and function of each directorate within the ANPM. The manual is prepared as such that it is provided with clear vision, mission and objectives which will maintain and contribute directly to the success of the ANPM.
